Although Wiltshire Council is the Planning Authority for this area, the Parish Council is a statutory consultee, receiving a copy of every application made. The Parish Council will consider every application received based upon ‘material considerations’ in current planning guidance. You are very welcome to attend any of the Council’s meetings, and if planning applications are on the agenda, you can make representations about them in the time set aside for public participation. Wiltshire County Council has published a draft policy document “Wiltshire Housing Site Allocations Plan and Changes to the Settlement Boundaries”. It is open for public consultation for 10 weeks from 14th July. There are proposed changes to Worton’s settlement boundary. This Act made sweeping reforms to Planning legislation and regulations, creating the National Planning Policy Framework (which you can access here) and enabling local communities to engage in Neighbourhood Planning, as part of the overall Development Framework for the county.
Where a parish council exists, it becomes the lead body for Neighbourhood Planning in its community and undertakes to involve and engage with as wide a cross-section of its residents and businesses as possible in formulating a Plan.

The Parish Council is currently keeping the option to commence a Plan open. Wiltshire Council is also making preparations for its work to deliver the Core Strategy for housing development across Wiltshire. You can see more about the Core Strategy here.
As part of the county-wide work, Wiltshire Council is currently consulting on its proposed methodology for identifying land that may be suitable for housing development. Some landowners have already volunteered their land, and part of the process is to examine those proposals for suitability.
The Parish Council has been considering how such a methodology might affect Worton, and how also it might affect the decision on whether to commence a neighbourhood plan. The Parish Council seeks your views to help inform its decision.
